Customs entries eligible for refund

The government owes you money. Getting it back could take years — if it happens at all.

The court rulings are expected to be appealed. That means years of litigation with no guaranteed outcome. If the rulings are overturned, there may be nothing to recover. Meanwhile, your capital sits locked up with no timeline and no certainty.

Years of Appeals

The government is expected to appeal. The appeals process could take years, not months — with no guaranteed resolution.

Rulings Could Be Overturned

If appellate courts reverse or modify the decisions, some or all refunds may never be issued. You could end up with nothing.

Cash Locked Up

Every month — potentially every year — waiting is capital that isn't working for your business.

There's a smarter way. Sell your potential refund receivables today.

Instead of waiting years through uncertain appeals, sell your right to receive the potential refund to institutional investors. You get guaranteed cash now. They take on all the risk — including the risk that rulings are overturned.

Common Questions

What are IEEPA tariffs and why were they struck down?

IEEPA tariffs were imposed under the International Emergency Economic Powers Act on imports from China and other countries. On February 20, 2026, the Supreme Court ruled 6-3 that IEEPA does not authorize tariffs of indefinite scope or duration. This invalidated the fentanyl, liberation day, reciprocal, and baseline tariffs. The Court of International Trade then ordered nationwide refunds. However, the government is expected to appeal these decisions — a process that could take years and may result in some or all rulings being overturned.

How is this different from hiring a lawyer to pursue my refund?

With a traditional lawyer, you wait years through an appeals process with no guaranteed outcome — and you bear the risk if the rulings are overturned. With RMS, you sell your potential refund receivables now for guaranteed cash. The institutional buyer takes on all collection and appeal risk. It's faster, simpler, and risk-free for you.

What does 'non-recourse' mean?

Non-recourse means once you're paid, you keep the money — no matter what happens. Even if the government wins on appeal and the refunds are never issued, you have zero obligation to return anything. The institutional buyer assumes all risk, including appeal risk.

What does this cost?

Our team works on a contingency basis on the proceeds of any completed sale — meaning we only get paid if you do. The more you receive, the more we earn, so our incentives are fully aligned with yours. There's no upfront fee, no hourly billing, and no cost if a sale isn't completed. Start your eligibility review to see your contingency fee in the engagement agreement — sign to proceed.

How quickly can I get funded?

From submission to funding typically takes days. Compare that to waiting years through appeals with no guaranteed result. Once your eligibility is confirmed and you accept an offer, funds are wired upon execution and verification.

What information do I need to get started?

Your company name, contact information, estimated total IEEPA duties paid, and whether you have ACE portal access or a customs broker. The eligibility form takes about 5 minutes.

I have multiple importing companies. Can I submit them all?

Yes. You can add multiple companies in a single submission. Each entity's receivables are evaluated and priced individually.

Who are the institutional investors buying these receivables?

We work with vetted capital firms and insurance-backed investment vehicles that specialize in purchasing government receivables and legal claims. All buyers are screened and qualified.

Legal Foundation

Supreme Court Ruling

Learning Resources, Inc. v. Trump (Feb. 20, 2026) — 6-3 decision holding IEEPA does not grant authority for broad tariffs. All fentanyl, liberation day, reciprocal, and baseline tariffs invalidated. Note: Government appeals of this and related decisions are expected, which could extend the timeline by years and potentially change the outcome.

Nationwide Refund Order

Atmus Filtration, Inc. v. United States (Mar. 4, 2026) — Court of International Trade ordered CBP to process refunds for all importers without requiring individual lawsuits. This order is also subject to appeal.

Appeals could take years. Why wait when you can get paid now?

Contingency fee. Non-recourse. You bear no collection risk.
